I am sure Google knew what was going on, AND STILL IS, but why would a company react right away when it is making tons of money from the spammer sites. Google didn't even know about this spammer until it become public information. Clearly Google is under siege by spammers and as yet has no effective remedy, not to mention that click fraud, ad blocking and increasing awareness (read inneffectiveness) of textual advertisements.
